2nd'ed ... wire brush on a grinder wheel or drill or dremel. Wear glasses. You don't need to scrape it all off but most of it will come off easy and you've also prepped the gluing surface at the same time. Takes about 5 minutes. Anything that doesn't come off won't affect your next base layer of glue in the slightest.

this is the way..... easy as fuck though it will fuck paint and decals very quickly, is totally safe on carbon and really is so effective its bananas
one coat left for a few minutes then wipe it off.... no glue on rim, none at all!!!

Re the wire brush on the dremel- I always usa a brass one- you can get sets very cheap from hardware store- brass are softer and so it's harder to gouge out the rims with them.
Never underestimate an old guy in lycra.
$15-$18 a can and you should get two rims out of a can easily.
mind the fumes, mind the overspray - dichloromethane can fuck you up, and give you cancers.
